Have changes in the way the National Security Agency works made it work better? The National Security Agency (NSA) is transforming while it conducts its missions. NSA has been implementing the recommendations of the authors of this report to better respond to its overseers at the Department of Defense and the Intelligence Community. To that end, it has formed a Corporate Review Group and an Office of Chief of Planning, Capabilities, and Performance. These bodies advise the Director of NSA so he can guide the agency. This report chronicles these efforts and finds that, while the processes have been established, full institutionalization is still in progress.
