Gamers put a robotic rover and a 3d printer on the Moon, and started making things. After several difficult years they had three dozen rovers. They were making engines, and more equipment and rovers. They began creating lunar infrastructure. Of course the smarts for those had to come from Earth.Regulators, inspectors and taxmen laughed.
