An exceptional CIA counterintelligence "procedural"

Yes, as Publishers' Weekly says, it's slow-paced. But it draws you in, inexorably. The plot is deep and many-threaded, the CIA detail is accurate (much more so than you find in most spy novels), and the characters are drawn in all three dimensions, from the frustrated protagonist to the shadowy director of counterintelligence, modeled on the late, legendary -- or infamous -- James Jesus Angleton.
