Voices for Quality Care is a Long Term Care Citizen Advocacy Group providing individual and systemic advocacy for people needing long term care services and supports and for their families and friends. This handbook was created to guide Voices for Quality Care advocates in their efforts to secure the best possible resolution to long term care issues and provide support for people struggling with the complexity of the long term care system. It is intended also to reinforce efforts to protect the rights of people needing long term care services and their friends and families. Voices for Quality Care works primarily in Maryland and in Washington DC but provides support through toll-free and internet helplines to people living in all areas of the United States. The material in this handbook is based primarily on the federal regulations governing nursing homes which are applicable in every state and offer a structure to begin addressing issues in assisted living and in-home care settings.
